The document Strategy of cultural development of the city of Banja Luka 2018-2028 was voted on June 26th<\/sup> 2018 at the City assembly meeting. This document, which has been in the works for more than a year, and two months in public debate, brings the vision, mission and the strategic goals of cultural development to the period from 2018 to 2028.<\/p>\n

General goals of the strategy<\/h3>\n

The Strategy, which has included the whole cultural sector in its creation process, has used the detecdet key challenges to define six general goals:<\/p>\n

  1. Transparent and participative cultural policy<\/li>\n
  2. Developed infrastructural network for arts and culture<\/li>\n
  3. Strong, authentic and professional art scene<\/li>\n
  4. Defined cultural policy and strategy in the fields of cultural and natural heritage<\/li>\n
  5. Developed cultural and creative industries<\/li>\n
  6. Cultures in dialogue<\/li>\n<\/ol>\n

    Following this method, the three important aspects of culture have been incorporated, considering that the cultural sector is lately defined as comprising of art, heritage and cultural and creative industries.<\/p>\n

    The challenges recognized by the public institutions, independent sector, cultural workers and artists are:<\/p>\n

      \n
    1. Insufficient funding of culture<\/li>\n
    2. Lack of clear goals, vision and transparent planning<\/li>\n
    3. Unsatisfactory results of the work of the city\u2019s Department of culture<\/li>\n
    4. Underdeveloped independent scene<\/li>\n
    5. The education system doesn\u2019t prepare the youth for contemporary arts and culture<\/li>\n
    6. Political and economic elite\u2019s lack of interest for culture<\/li>\n
    7. Cultural illiteracy of the general public<\/li>\n
    8. Art is marginalized in school programmes<\/li>\n
    9. Insufficient investing in local production<\/li>\n
    10. Overwhelming influence of politics on culture<\/li>\n
    11. Public space of Banja Luka is underused for cultural activities<\/li>\n
    12. Low level of professionalism of artists, managers and cultural experts<\/li>\n
    13. Lack of care for cultural heritage and cultural monuments<\/li>\n
    14. Poor management of public institutions of culture<\/li>\n
    15. Inefficient incentives for philanthropy and sponsorships<\/li>\n
    16. Youth Cultural Centre is underused for cultural activities<\/li>\n
    17. Banja Luka doesn\u2019t have a developed network of spaces for culture<\/li>\n
    18. Insufficient investing in project activities<\/li>\n
    19. Banski Dvor Cultural Centre is underused for cultural activities<\/li>\n
    20. The Vrbas is underused for cultural activities<\/li>\n
    21. Lack of interest in culture of living and space in general<\/li>\n
    22. Young artists do not have enough space for production<\/li>\n
    23. Poor quality of cultural programmes<\/li>\n
    24. Imbalanced approach to culture in different parts of the city<\/li>\n<\/ol>\n

      Something over twenty defined key challenges have served as a basis for the conception of the Banja Luka 2024<\/a> project<\/p>\n\t\t\tSTRATEGY PRIORITIES\n\t\t

        \n
      1. Increase funding on the local level (City of Banja Luka) as a precondition for the implementation of the Strategy and other strategic goals<\/li>\n
      2. Transparency in the process of financing and co-financing of programmes and projects in the field of culture and de-politization of culture<\/li>\n
      3. Creating conditions for unobstructed development of art and culture production (secure space, increase number of local production projects)<\/li>\n
      4. Audience development and citizen participation in cultural life<\/li>\n
      5. Apply the city for the European capital of culture<\/li>\n
      6. Strengthen the practice of management of cultural and natural heritage that involves its sustainability and the city development<\/li>\n
      7. Cultural diversity, social inclusion and cohesion<\/li>\n
      8. Protection and responsible use of public space<\/li>\n
      9. International collaboration<\/li>\n
      10. Reestablishing open calls and architectural competitions in the matters important for culture and the identity of the city.<\/li>\n
      11. Strengthening of institutional and infrastructural support to the development of cultural and creative industries and the overall change in perception of CCI<\/li>\n
      12. Capacity building and strengthening the capacity of the civic society organizations in the processes of protection and responsible use of cultural and natural heritage.<\/li>\n
      13. Securing the fund for international cooperation projects in the field of culture and arts that were successful in European programmes.<\/li>\n

        ECoC CANDIDACY<\/p>\n

        The Banja Luka Strategy of cultural development is the first strategic document of this type in Bosnia and Herzegovina, and it has come to life as a product of the initiative to make Banja Luka a candidate for the title of European capital of culture 2024<\/p>\n\t

        THE AUTHORS<\/p>\n

        The authors of the Strategy are: Monika Ponjavi\u0107, Dijana Grbi\u0107, Marko Bilbija, in cooperation with dr Sarita Vujkovi\u0107 and Mladen Banjac. The editor of the Strategy is Monika Ponjavi\u0107 and the consultant in the process was prof. dr Milena Dragi\u0107evi\u0107-\u0160e\u0161i\u0107.<\/p>\n\t
